The objective of the programme is the strengthened rule of law through:

  • increased institutional and operational capacity of the authorities in the field of asylum and migration
  • strengthened Romanian police capacity to investigate organized, cross border and financial crimes and international police cooperation
  • improved conditions of vulnerable citizens, with particular focus on Roma communities, and fighting hate crimes
  • increased response capacity of Romanian institutions in emergency situations, including the radiological ones

Programme management

The programme is managed by the Ministry of Internal Affairs as Programme Operator, in partnership with the Norwegian Ministry of Justice, Norwegian Directorate for Civil Protection, Norwegian Directorate for Immigration and National Police Directorate in Norway. The Council of Europe is an international partner institution.

5 predefined projects, as well as projects selected under the calls organized by the Programme Operator in 2019-2020 are funded.

Predefined projects

Improving national asylum and migration system (5,000,000 EUR)

Project implemented by the de General Inspectorate for Immigration in partnership with the Norwegian Directorate for Immigration (UDI).
The project will improve the conditions for the most vulnerable asylum seekers, improve the cases reception and management centre and the level of preparedness in the instance of a mass influx of asylum seekers.

Strengthening national capacity in the area of international police cooperation and combating crime (8,941,177 euro)

Project implemented by the General Inspectorate of the Romanian Police, in partnership with the National Criminal Investigations Service (KRIPOS) in Norway.
It include bilateral cooperation between the Romanian and the Norwegian police, including the organization of joint missions, missions combating trafficking of persons and economic crime, as well as improved technical capability of the Romanian police and of other specialized structured in the MIA to combat crime at international standards.

Combating hate crimes and violent extremism, particularly against Roma population and increasing the quality of police service (2,823,529 EUR)

Project implemented by the General Inspectorate of the Romanian Police, in partnership with the National Criminal Investigations Service in Norway (KRIPOS)
It aims at strengthening the capacity of the Romanian police to combat hate crime and violent extremisms, particularly against the Roma.

Improving disaster risk resilience by enhanced preparedness for search and rescue and bomb removal missions” (5,000,000 EUR)

Project implemented by the General Inspectorate for Emergency Situations in partnership with the Norwegian Directorate for Civil Protection (DSB)
It contributes to preventing and mitigating the disaster risk and the associated vulnerabilities, increasing the cooperation in the area of preparedness and prevention in case of disaster between the relevant Romanian and the Norwegian authorities and to strengthening the capacity of the emergency situations dedicated staff, by improving the level of professional abilities, developing and improving the training infrastructure and increasing the receipt capacity of the temporary shelters.

Enhancement of nuclear safety and security in Romania – Improvement of disaster resilience and preparedness for radiological and nuclear events (3,500,000 EUR)

Project implemented by the National Commission for Nuclear Control in partnership with the Norwegian Radiation Protection Authority (NRPA)
It focuses on prevention and preparedness in case of radiologic disaster, including through the continuation of the project “Regional Excellence Project on Regulatory Capacity Building in Nuclear and Radiological Safety, Emergency Preparedness and Response in Romania”, financed under the Norwegian Financial Mechanism 2009-2014.
